1. PURPOSE
   The City of Niagara Falls (City) is issuing this Notice of Planned Procurement to inform
   the market of a planned Request for Proposals (RFP) for Progressive Design-Build services
   related to the Chippawa Willoughby Memorial Arena and Library Redevelopment Project.
   
   The City is seeking a partnership with an experienced and well-resourced progressive
   design build team or collective to work collaboratively towards the successful delivery of
   this facility.
    

2. BACKGROUND
   The City of Niagara Falls is moving forward with the plan to redevelop the Chippawa
   Willoughby Memorial Arena and the Chippawa Branch Library into a single, integrated facility
   that will serve as a community hub.
   
   A conceptual design was developed by Cherie Ng Architect Inc. and presented to the City
   of Niagara Falls Council on July 29, 2025.

   
    

3. SCOPE OF WORK
   A Progressive Design-Build (PDB) delivery model will be utilized for this project. The RFP
   requirements are currently being finalized and will be made available to prospective bidders
   through the City’s bids&tenders™ portal.
   
   An RFP evaluation breakdown will be included as part of the procurement documents to
   ensure proponents understand how submissions will be evaluated. The City will evaluate
   proposals based on the criteria outlined in the RFP particulars.
   
   It is anticipated that the RFP documents will be posted in December 2025, on the City’s
   bids&tenders™ portal. When the RFP is issued, bidders must have a current account and
   be registered as a Plan Taker for the specific bid opportunity in order to submit their bid
   electronically.
   
   The City will host an information session on PDB delivery for the prospective bidders’
   reference following issuance of the RFP documents. Details regarding the information
   session will be identified within the RFP documents.
   
   Timely delivery of this project is a priority, and interested parties are encouraged to begin
   familiarizing themselves with the project background and requirements.

4. QUESTIONS
   This Notice of Planned Procurement is issued for informational purposes only. No questions
   will be accepted at this stage.
   
   When the RFP is issued, registered Plan Takers will have the ability to submit questions
   through the City’s bids&tenders™ portal.

   The City reserves the right to cancel this Notice of Planned Procurement at any time or
   modify any, or all of the dates at its sole and absolute discretion.
   
   The City will not be liable for any costs incurred by any prospective Bidder in relation to this
   Notice.
