The City of Niagara Falls (the “City) has issued this Request for Proposals (“RFP”) as an invitation to qualified, professional consultants (each a “Proponent”) to each submit a proposal (a “Proposal”) for consulting services to deliver a Detailed Engineering Study (the “Study”) for its Outdoor Pools located within the City’s boundary, as further described herein. The objective of the study is to review and assess the current condition of all five (5) outdoor pools and buildings, provide recommendations for repairs and/or replacement, and to develop a prioritized 10-year forecast of capital improvement and maintenance needs to meet the City’s level of service objectives. This will allow the City to effectively allocate capital and operating funds to manage its Recreational facilities. An engineering study is required of the current condition of the five (5) assets, including:
Site Visit Drawings have been included for the guidance of the Proponent only and are not to be used in place of a work site examination and measurement of the sites/stated areas. Proponents are invited to visit the sites during the Proposal Period to ascertain the extent of the work involved. Prior to visiting the site, Proponents are asked to contact Dwayne Edwards, Facilities Maintenance Supervisor, (Dedwards@niagarafalls.ca) to confirm appropriate timing. All Site Visits must take place prior to the Deadline for Questions noted in 1.4.1 Key Dates. Proponents must satisfy themselves to the measurements and scope of work prior to submitting a Proposal in response to this RFP. The City will not consider nor pay for any extras from any Proponent due to work area measurements or work site conditions. Project Schedule The Project is anticipated to take five (5) weeks following agreement execution. Proponents are encouraged to address any concerns regarding the anticipated completion of this project in advance of the prescribed Deadline for Questions as noted in the RFP Timetable. Key Project Dates: The following outlines the general schedule requirements for this Study. As part of the proposal submission, each Proponent shall prepare and submit a detailed Gantt schedule in MS Project format outlining their critical path and key project milestones. The successful Proponent shall confirm their ability to meet the following key Project dates:
MATERIAL DISCLOSURES The following is a list of confidential documents that are references and may be read as part of this assignment.
To obtain access to the confidential documents listed in this Request for Proposal, proponents must submit a request utilizing the Submit a Question feature in the Bidding System. Proponents will then be provided with a Confidentiality Agreement to be completed and signed by the proponent. Once reviewed and approved by the City, the proponent will be given the necessary information to access the documents. Note: Proponents will be required to provide an email address of an Authorized Agent of the proponent who shall be responsible for ensuring the confidentiality of this information in accordance with the agreement. Information will not be provided to a generic company email address.
